The diagnosis

If one person takes no ownership, have a conversation.
If nobody does, look at your organisation.

That distinction decides what you can do about it. One employee you correct. But once a whole department behaves that way, the conditions are causing it, and correcting will not help. In practice we see three causes, and rarely only one of them.
